Instructions:
1. Cook the pasta according to the package instructions until al dente. Drain and set aside.
2. In a bowl, whisk together the peanut butter, soy sauce, sugar, rice vinegar, sesame oil, ginger, and garlic until smooth. If the mixture is too thick, add some water to thin it out.
3. Toss the cooked pasta with the peanut butter sauce until well coated. Add the carrots, bell pepper, cucumber, and green onions and toss again until everything is well mixed.
4. Top with chopped peanuts before serving.
